Setty & Associates Ltd.’s team experience and capabilities include a full range of support services, including but not limited to: technical reports, complex engineering studies, site investigations, design programming, and full design documentation (CAD based drawings, specifications, narratives, calculations, and detailed cost estimates). Facility Condition Assessments, Project Planning and Programming

Planning stage (pre-design) services typically includes existing condition assessments, feasibility studies, energy conservation audits, design programming studies, and performing facility and base master plans. Investigations can also include evaluations of building operating practices. With such planning studies, services not only present findings, but establish scopes of work for recommended changes, and include implementation strategies, and budget estimates. The S&A team has a wealth of planning phase project experience, including all of the above deliverables.

It is also the case that the planning process serves to program performance goals and to set individual system requirements. Typical goals for larger projects could include goal attention to Sustainability (perhaps considering the USGBC’s LEED rating system) or the Federal Government’s “Energy Star” program. Emphasis to security and safety issues are other global program goals, involving attention to redundancy, intruder sensing-alarm, fire suppression-alarm, ventilation control, emergency power, and automated response. Working to lower building operating costs can also be addressed beyond energy use, to include projections of maintenance support and service contract needs

Procurement Support (Design/Build Requests for Proposals)

The S&A team has considerable experience preparing Request for Proposals (RFPs) and dealing with design-build delivery for the Federal Government, with clients including the Department of the Navy, the National Institutes of Health, the National Parks Service, the General Services Administration, the Department of Veterans Affairs, the National Records Center, the Department of Agriculture, and the White House Visitors Center.

In addition to our experience, we also bring the perspective of a Design-Build contractor, in that we have offered Design-Build delivery services, having previously teamed with several local construction contractors across the D.C. metropolitan area.

Design Delivery

When considering system designs, one of the roles of the S&A team is to overcome performance conflicts and to optimize synergies. S&A offers lead contract and project management services that can include virtually any required design team expertise.

Design stage services offered by the S&A team typically include providing latest version Auto-CAD (2009) based drawings, complying with Federal Interoperability Standards. The team is also licensed and regularly using BIM applications and is well versed with Revit based CAD applications, greatly facilitating 3-dimensional drawings and clearance coordination.

As part of our overall CAD based approach, the S&A team will perform load analyses and equipment sizing-selection using latest computer based tools.

In fact, dozens of engineering related software applications are in-place, enabling state-of-the-art efficiency and accuracy when defining project characteristics. Our team has full time staff dedicated to computer based modeling of loads and energy use, considered essential in maintaining proficiency in answering “what-if” customer information needs, whether addressing Mechanical, Electrical, Plumbing options or Architectural alternatives.

Design drawings are always complimented by construction specification development, which is typically made available using client preferred guideline-formats – i.e. the Unified Facilities Guide Specifications generated through SpecsIntact

Finally, as part of design related services, the team routinely offers pre-construction bid support services, inclusive of site tours, clarification drawings, and bid analysis.

 
Mechanical Engineering
Innovative solutions are integrated with the existing building systems, including reuse of existing systems where practical and bringing new systems into the integration process. All disciplines impacting on the design are involved in performing surveys, cost estimates, design development, construction documents and construction administration. Evaluations include energy audits, instrumentation testing of systems, subsystems and components and determining remaining life expectancy. Designs incorporate user requirements, codes and regulations in the recommended alternatives.

Electrical Engineering
We use and apply the procedures, standards and codes as set forth by the National Electrical Codes in working with major electrical system replacement/repairs. Our expertise includes interior and exterior wiring distribution, and special wiring, such as twisted pair, fiber optic, and copper-shielded cables.

Plumbing Engineering
Our designs reflect the architectural, mechanical, electrical and structural coordination of piping systems for domestic water, stormwater and sanitary system. We coordinate with the gas company for total load and pressure requirements for HVAC and plumbing systems. We upgrade toilet facilities with full handicap accessibility and specify the required fixtures to meet American Disability Act requirements.

Fire Protection/Life Safety
Our fire protection/security engineers specialize in fire protection systems, building codes, physical, technical and operational security. They are dedicated to preserving life, property and earnings by means of cost-effective prevention and control. Rigorous standards of practice are maintained by providing sound, exacting and cost-conscious consulting, and maintaining an unbiased viewpoint.

Architectural Coordination
S&A has a diverse portfolio of architectural coordination with regards to new construction and renovation projects, as well as experience with programming and space planning. Our work experience involves (1) renovation, repair, remodeling, and additions to existing buildings and (2) planning and new construction for base buildings and tenant space.

Sustainable Design
Our engineers use their extensive experience and industry knowledge to specify equipment and materials that are produced to be green friendly and sustainable. Interior layout concepts are also considered in terms of continuing the transmission of daylighting deep into the building, eliminating lighting barriers such as walls, utilities, or fixtures, while maintaining space functionalities. Distribution of utilities and occupancy comfort systems are also evaluated for maximizing energy use and conservation while employing new materials and fuels developed to minimize any impact to the environment.

Construction Management

The S&A team offers a variety of Construction Administration, Management and Inspection services. Support can be as limited as simply providing Shop Drawing reviews to as inclusive of full Construction Management support.

Construction Management support is accommodated with an attention to controlling quality, cost, and schedule – effectively managing risk. The S&A team has dedicated full-time Construction Management and inspection staff to assure attention to contract expectations.

 
Construction Administration
Setty & Associates, Ltd. has a sound construction administration service. Projects are monitored through all phases by our quality assurance team members. We assign supervisory personnel in all supporting design disciplines: architectural, mechanical, electrical, plumbing, fire protection and civil. They are experienced in all phases of design development. They will be involved with project execution, design, arbitration, cost estimating, budget control, quality control, client liaison, construction scheduling, site survey and inspection.

Construction Management
The Construction Manager will provide assistance and expertise to the owner in managing design and construction projects with an emphasis on meeting goals relating to schedule, budget, scope and quality. Our quality control, technical expertise and administrative resources assist in achieving these goals in an expeditious and economical manner. The Construction Manager shall also provide services as a technical review source with emphasis on quality control and constructability. We will also assist in problem solving, management of administrative details and documentation.

Construction Inspection
Our Construction Inspectors provide on-site construction services for the new construction of buildings and the renovation of existing facilities. They shall ensure that specifications and building codes are observed and monitor work site safety. Plans, drawings, and site layouts for new buildings, building renovations and other proposed structures will be examined. Our inspectors are experienced in working with local and federal governments.

Total Building Commissioning

Aligned with Construction Management services is the ability to provide Commissioning support. While Total Building Commissioning (involving program goal monitoring through both design and construction) can offer better results, construction stage only services are also available. The S&A team has recognized industry leaders in providing such services, having both the design experience and field inspection diagnostic capability to verify systems operating performance.

Associated with the philosophy of Total Building Commissioning is the practice to Re-Commissioning buildings. Services usually address a review of design performance goals, field equipment and controls inspections, computer modeling of system performance, and thermographic investigations of building envelope systems. Such, investigations afford the means to identify changes to correct non-performing building features and systems.

Re-Commissioning practices are allied with Post Occupancy Evaluations (POEs). Such investigations differ from re-commissioning only in the level of field investigation and intended purpose. To many, POE applications provide owners with the necessary feed-back to correct or fine-tune their design criteria for the next project. To others, POEs offer the means to rate buildings                                                                        as to whether they met asset management or mission goals. In either case, the S&A team can fully                                                                        address your interests.

Criteria Development

While not expected to be a recurring type of work, know that S&A team members have considerable experience preparing design criteria and guideline documents. Perhaps the best example is that Setty & Associates, Ltd. helped prepare the mechanical chapter of GSA’s “Facilities Standards for the Public Buildings Service.” Through this document GSA represents all program mandates and “must do” standards for GSA’s entire construction program.
