Mr. Boggarm Setty, P.E., President, has recently been elected ASHRAE Fellow and is an active member of the GSA National Register of Peer Professionals.

Mr. David Eakin, P.E., LEED AP and Mr. Timothy Woerner, P.E., LEED AP are LEED Accredited Professionals. Mr. Anastase Ioannidis, RA has received multiple commendations for his project management leadership.

Boggarm Setty, P.E., ASHRAE Fellow ( President )

A member of the technical committee developing ASHRAE Standard 189, which could become an industry basis of championing sustainable design, A member of the ASHRAE standards committee, Mr. Setty has been involved in sustainable design implementation for over 30 years.

As Principal-in-Charge, Mr. Setty will be integrally involved for each tasked project, regardless of type or size. In addition, Mr. Setty’s role for each project is to coordinate resource availability and address project scheduling. With a consistent hands-on approach, he facilitates team integration and works with S&A project managers to coordinate both internal reviews and           reactions by the client.

Barthy Setty (Principal/Vice President - Finance)

As Vice Preident of Finance, Mrs. Setty establishes and maintains company records, accounting procedures and reports. Through our Deltek accounting system, she maintains contract documentation for all S&A clients and consultants.

Mrs. Setty also provides data for quarterly reports to federal, state and local governing agencies.

Mrs. Setty maintains the insurance benefits plan, 401K benefits and other company benefits by periodic review and analysis of available plans in the market and skillfully applying the advantages or disadvantages in determining the most suitable ones for the company and our                                                                         employees.

Anastase Ioannidis, RA ( Executive Vice President )

Mr. Ioannidis provides project management for energy conservation in architectural design and engineering documents. His management style reflects program needs and user design direction. He supervises the designs of buildings to assure energy goals, and the coordination of space planning and interior design. His experience and responsibility in design coordination of building systems assures that each step of the project development is addressed appropriately. He coordinates the design development, execution of space functions and systems, construction costs and startup and occupancy operations. Efficient planning, scheduling and quality control procedures result in client satisfaction and on-time performance, core tenants of Setty & Associates, Ltd.

His 30 years of experience includes quality control assurance for constructability, code compliance, technical accuracy, cost control, design efficiency and interdisciplinary coordination for military, federal, state and local government agencies.

David Eakin, P.E., LEED AP ( Vice President - Marketing and Business Development )

Mr. Eakin was the lead engineer for GSA’s nationwide capital construction program. He evaluated new technologies and building system designs, defined new delivery and contracting methods for over ten years, established quality assurance practices, coordinated cost management standards, and created program delivery tools for this federal agency.

Over his GSA career, he initiated establishing individual energy goals for capital projects, an Advanced Technologies Building Program, Sustainability Design Criteria, project development policies and guidelines, design-build policies and guidelines, cost benchmarking methods, and GSA commissioning practices. The following are a few of his professional achievements:

  • Establishing GSA’s sustainability design standards, using the USGBC’s LEED rating system; further supported by creating a GSA LEED Applications Guide, and the LEED Cost Study
  • Expanding the Whole Building Design Guide, an internet-based resource for Public and Private Sectors; Served on the WBDG’s Board of Directors
  • Updates to GSA’s Project Estimating Requirements standards Including a new GSA Uniformat cost estimating system
  • Enhancements to GSA’s Unit Cost Study, foundational to GSA’s General Construction Cost Review Guide, Cost Benchmarks, and Rent Pricing
  • Developed national Indefinite Delivery, Indefinite Quantity contracts for Commissioning and Expert Professional services, offering $180 million in ordering capacity 

As part of his professional capacities with S&A, Mr. Eakin develops concise fee proposals and is involved in S&A commissioning related projects.

Timothy Woerner, P.E., LEED AP ( Vice President )

Mr. Woerner’s coordination experience includes complete design documentation, specification writing and project management. As a senior mechanical engineer at Setty & Associates, Ltd. he performs research, writes reports and opinions, resolves engineering problems, and develops energy efficient systems utilizing the latest proven technical methodologies.

Mr. Woerner has extensive experience in performing mechanical systems design work, particularly with government and institutional owners for renovation projects. In his twenty five years of experience, he has developed system options based upon LCC analyses developed reports for building evaluations and condition assessments, prepared project qualifications                                                                           and fee proposals, and has twenty years of experience in facilities engineering.
